Right, the one in charge of them now is that Divine Artifact Core, which, when it comes down to it, is a system with a relatively strong intelligence but can be somewhat rigid despite its ability to adapt.
It definitely operates based on various rules, and indeed, setting out numerous provisions is the best way to deal with the Undead Tribe. However, what the Undead excel at is finding loopholes.
