Winter meant needing a lot of layers due to the cold. Thus, they were relieved to hear that they would receive some for free.
There was also winter clothing prepared in Riva to be distributed to the affected territories, but the more to send to the people, the better.

Rock salt was one of the things that was mined in Fidelis. Thus, giving it to the people is one way of showing them the results of their mining industry.
This indirectly supports Norbert's proposal, which was about maximizing the mines here.
