Kain planned to blend the genes of a seahorse-like water monster and a mermaid into the serum. After dozens of experiments, he finally produced what he considered a "perfect" version.

When injected, not only does the subject remain unaffected by seawater, but they also gain the ability to fight underwater like a fish-man. 

However, the serum causes gradual changes to appearance and skin when submerged—the greater the transformation, the more aquatic their form becomes.

Kain discovered this side effect by accident. He wasn't sure if the transformation could result in a complete horse-shaped water monster, but thanks to Kaido's Devil Fruit factor, the end result appeared to be a hybrid of both creatures.

The Azure Dragon Form Fruit Serum was, in his opinion, one of the best Zoan-type enhancements for close-quarters combat—second only to the Phoenix Fruit.

By improving constitution across the board, it greatly amplified the effects of the T-virus on the body. After completing the serum, Kain immediately distributed it to Wappa and the others.

The sudden enhancement in physical fitness thrilled the battle-hardened Shandia warrior, Wappa, who loved combat. 

The dragon horns, capable of lethal surprise attacks, and the dragon scales, which boosted defense, made him even more satisfied. As for the appearance changes, Wappa didn't care at all.

In addition to the Azure Dragon-form Fruit Serum, there was also the Mammoth Serum—an outstanding ability among the ancient Zoan species. 

Although its enhancement effects weren't as powerful as the Azure Dragon Serum, it still offered considerable self-strengthening.

However, the Azure Dragon Serum was extremely limited in quantity. Kain needed it not just for this world, but for use in others as well. He also planned to inject a portion of it into himself.

These enhancement plans would raise their baseline strength, but their growth potential—the upper limit—would depend on the individual efforts of Baby-5 and Nico Robin.

Baby-5's training plan was straightforward. Kain had already outlined the path for her Devil Fruit ability development. With generous rewards, Baby-5 would be motivated to train diligently.

After the Summit War, the seas never returned to peace. One major event followed another. Newspaper tycoon Morgans couldn't stop grinning—his World Economy News soared in popularity, with sales multiplying four to five times.

It started with the top war, followed by the bombing of the World Government, and then Mage—one of the Shichibukai—announcing his withdrawal from the organization and cutting all ties with the Marines.

Though Mage had participated in the war, he had broken off from the Marines and the World Government afterward. Morgans deeply regretted not uncovering the full story and suspected it had something to do with the three corpses found in Alabasta, though he had no proof.

Later, the Kain Chamber of Commerce declared its entry into the New World and occupied a large portion of the territory formerly held by the Whitebeard Pirates. 

The war ghost Wappa, a member of the Chamber, wiped out twelve New World pirate crews, with the highest bounty among them reaching 1.4 billion.

In the first half of the Grand Line, that would be on par with the Supernovas.

Then Empress Hancock also declared her withdrawal from the Shichibukai and formed an alliance with the Kain Chamber of Commerce, relocating the entire Amazon Lily Kingdom to the New World. The announcement shocked even the World Government.

Together, the Kain Chamber of Commerce and Amazon Lily now controlled a massive sea region in the second half of the Grand Line. The two major forces had effectively surrounded many islands within that area.

If the forces on these islands didn't surrender or escape, they were gradually defeated as the Kain Chamber of Commerce and the Amazon Lily Kingdom slowly encroached upon their territory.

The latest shocking news was that the Beasts Pirates had been destroyed—and by just one person: the president of the Kain Chamber of Commerce, the demon Mage Kain.

Roughly 15,000 of the Beasts Pirates were killed or injured. Over 1,000 pirates died under a barrage of lightning. 

Plague Queen perished, and King the Wildfire fled as soon as he realized the situation was hopeless—he was the first to escape. It was Queen who led the Beasts Pirates in their rebellion.

Of the remaining Tobiroppo, one escaped and two were killed. Only the Ulti siblings and Hotei (Hesmaria) survived by sheer luck.

Four of the Numbers survived, but they were in Wano at the time and thus remained unaffected. The giant Kazuya, who had been imprisoned, was also released.

Kain didn't think much of Yamato—he saw her as a brainless fool—but in exchange for her freedom, he demanded a few tubes of her blood. It was enough to extract two bottles of serum, after which he let her go.

When the Beasts Pirates were eliminated, Morgans had documented the entire event. Kain had personally summoned him, but the thunderstorm was so terrifying that Morgans didn't dare approach too closely.

Still, Morgans was thrilled to have the exclusive scoop on news powerful enough to shock the world. On the spot, he pledged to distribute all Kain Chamber of Commerce-related newspapers for free.

After this news spread, Kain's reputation soared. People everywhere were in awe of his strength and became even more hesitant to challenge his forces or his chamber of commerce.

As for Wano's ruler, Kurozumi Orochi—his fate was quickly sealed. Kain had no interest in any "prophecies." As far as he was concerned, his god-like existence overruled all fate.

Kain sought out Kozuki Hiyori directly and offered to eliminate Kurozumi Orochi and his followers in exchange for Wano becoming a vassal state under the Kain Chamber of Commerce. He then forcefully declared Kozuki Hiyori the new daimyo of Wano.

If Orochi had been even slightly rational, less violent, and more intelligent, Kain might've negotiated. But Orochi was a fool through and through. It was far better to let Hiyori accept the vassalage terms.

However, thrusting Hiyori into the daimyo role so quickly left her overwhelmed. She would likely stabilize after summoning the Nine Red Scabbards. Until then, Kain ordered Nico Robin to bring reinforcements to help Hiyori secure her rule.

Despite being extremely busy, Robin sighed and complied with Kain's impulsive request, taking a team aboard the Ark Proverbs and heading to Wano.
