Despite the slim hopes for the third and fourth plans,
the resolution from the Eight-Party Talks decided to divide all scientists into four groups, each responsible for the research and details of one plan.
Since scientists also have their own specialties, forcibly moving some scientists to unfamiliar fields would undeniably be inefficient, so they ultimately decided to group scientists based on their areas of expertise.
The final four groups were: Constant Star Neutrinos, Artificial Black Holes, Space Shock Waves, and Space Particle Weapons.
Meanwhile, during the concurrent Eight-Party Talks, Lu Chen of Constant Star and the Pirate Civilization used Gravitational Wave Attacks and Space Shocks to contain the speed of the Entropy Beast, according to the predetermined plan.
Originally, they intended to use this method to widen the distance between them, in order to buy more time for the Eight-Party Talks.
