Uchiha Shin shrugged in satisfaction before vanishing in a flash, using the Flying Thunder God technique to appear inside the Hokage Building, where Tsunade was busy with paperwork.
At this moment, Tsunade was clad in a modified secretary-style uniform—a deep green haori draped over her shoulders, revealing a close-fitting black undershirt that hugged her curvaceous figure. Her long legs, crossed elegantly over the chair, were wrapped in delicate black stockings, her foot idly swaying with an unconscious allure.
Unfortunately, she was alone in the office, buried under a mountain of documents. It was ironic—people still called her the Fifth Hokage, but in reality, Uchiha Shin had taken over every major decision. She was left to deal with the mess he created.
"Hey~ Tsunade, still working, huh?"
Uchiha Shin suddenly appeared behind her, moving with silent precision. His hands slid around her waist before shamelessly cupping her ample chest.
Tsunade barely flinched. She had long grown accustomed to his antics, though a faint shudder betrayed her. A flush crept up her cheeks as she shot him a glare before standing up abruptly.
"Damn it, you're the Hokage! Can you stop dumping everything on me?!"
Her fingers found his cheek, pinching it hard as she vented her frustrations. The movement caused her generously endowed chest to press dangerously close to his face, and Shin made no effort to resist, letting her have her moment. Her touch, despite its apparent roughness, was far from painful.
After her little outburst, she plopped back onto her chair, casually hooking her stocking-clad foot around his wrist.
"My dear, irresponsible Hokage, the Daimyo's envoy is arriving today. How do you plan to receive him?"
Tsunade's tone was teasing, but there was an underlying seriousness in her gaze. After all, the title of Hokage still required the Daimyo's formal approval. They had seized power unilaterally, disregarding official channels, but they still needed to acknowledge the political reality.
The relationship between the Land of Fire and Konoha had always been precarious. The Daimyo held ultimate administrative authority, while the ninja village was the military powerhouse. The two coexisted in an uneasy balance—one provided funding, and the other provided strength.
Uchiha Shin lazily ran his fingers along the curve of her calf, smirking as he replied, "Do we really need the Land of Fire? Do we really need the Daimyo's approval?"
Tsunade rolled her eyes. She knew exactly where his mind was heading.
"Say that in public, and you'll be branded a traitor."
She allowed him to pull her into his lap, her fingers tapping against his forehead in mild reprimand. Despite her words, she wasn't entirely dismissing his thoughts.
"At this stage, we still rely on the Land of Fire for economic support. The Daimyo's funds are a major source of income for the village," she explained, though she knew Shin cared little for political nuances.
His fingers traced idly over her skin as he murmured, "Funds, huh? Then let's just take them for ourselves."
Tsunade's eyes sharpened.
"Shin… You're not seriously thinking about controlling the Daimyo, are you?"
He chuckled. "Why stop there? Why should my rule be confined to Konoha? Why can't I become the Lord of Fire and rule the entire nation?"
A military coup. That's what he was suggesting.
Tsunade straightened, her playful demeanor fading as she regarded him with gravity. "This isn't a small matter, Shin. If we openly rebel against the Daimyo, every other nation will see it as a threat. We'll be surrounded and crushed."
Shin smirked, tilting her chin up with his fingers. "And? Do you think I'm afraid?"
Tsunade sighed, a helpless smile gracing her lips. He truly had no regard for rules. But she also knew he had the power to back up his words.
Her grandfather, Hashirama, had failed to unify the shinobi world. Maybe, just maybe, Shin could succeed where he hadn't.
"In that case… what do we do about the envoy?"
"Why bother? Let them wait."
Shin cut off any further discussion by pressing his lips against hers, and with a flick of his fingers, the door to the office locked behind them.
By the time the afternoon sun hung high in the sky, the envoy team from the Land of Fire arrived at Konoha, expecting a grand welcome.
Instead, they were met with complete indifference.
They presented their official documents, but no one paid them any mind. Frustrated, they stormed to the Hokage Building, only to be stopped at the entrance by two Uchiha guards.
"I demand to see the Hokage! We are the Daimyo's official envoys! How dare you block our path?!"
One of the officials, a pompous, overweight man, barked in outrage. His face was already flushed with anger from being ignored for so long.
The Uchiha guards exchanged unimpressed glances before responding in cold, detached voices.
"If you cause a disturbance, you will be arrested immediately."
"We will inform Lord Uchiha Shin of your presence. If he wishes to see you, he will."
The guards' scarlet Sharingan eyes flared to life, their mere presence exuding intimidation.
The envoy group stiffened. Their strongest fighter was barely a Chunin, while the rest were samurai—loyal warriors preferred by the Daimyo, not because of their strength, but because they were easier to control than shinobi.
And compared to shinobi, samurai were no match.
Realizing the futility of resistance, the envoys swallowed their pride and asked where they could at least rest.
The Uchiha guards didn't even bother to answer. After all, as far as they were concerned, no meeting had been scheduled today.
And if Lord Shin didn't schedule it, then it simply wasn't happening.
