Galen took a fancy to the Scar of the World guarded by Jagronos. That was a special teleportation node of the Burning Legion. Galen wanted the warlocks of the Shadow Council to occupy it. With Jagronos, the former ruler, the warlocks could take over the demon army of this planet.

With a steady stream of demon soldiers, the subordinate members of the Shadow Council would not have to worry about not having demons for them to sign contracts with.
