Chapter 40: The Authority of a Superpower Nation

The World Government is not a single entity; it is divided into three parts.

One is the World Government in the usual sense, with the Five Elders standing at the peak of power. Each of them is an elite among the Celestial Dragon elites.

From a young age, they receive the most top-tier education, taught, learned, and cultivated by the most outstanding teachers in various fields. After multiple layers of selection, they occupy important positions within the World Government.

Another is the Celestial Dragon Council, composed of Celestial Dragons, representing the vast majority of Celestial Dragons.

Finally, there is the "Holy Knights," entirely composed of World Nobles, the World Government's highest military organization, and the Celestial Dragons' enforcement body.

The Celestial Dragon Council can enact Celestial Dragon law. The most representative aspect is their ability to appoint and dismiss Celestial Dragons.

Being a Celestial Dragon is a symbol of status. As long as the Celestial Dragon Council passes it with a vast majority vote, a Celestial Dragon status document can be issued.

Possessing this document signifies having the status of a Celestial Dragon, remaining a Celestial Dragon for life, and enjoying the authority of a World Noble.

However, this does not mean their descendants can also become Celestial Dragons. When they die, this status document will be destroyed.

Over the past eight hundred years, only a handful of people have been able to become Celestial Dragons: Kings of Member Nations, Fleet Admirals of the Marines, and powerhouses who have made great merit.

The descendants of those powerhouses eventually became loyal servants of the World Government. Through this method, the bloodline of powerhouses is preserved, supplementing the World Government's foundation.

Every member of the "Holy Knights" possesses formidable strength and is a top-tier powerhouse among the Celestial Dragons. Each member can be said to be a candidate for the Five Elders.
