Except that's just the base assumption. In battle, chakra at each point varies—let's call this the battle-state variable Z. Chakra flows shift with different techniques, changing the amount at any given point.
For example, Sasuke's Shanzhong chakra might be X normally, but if he's preparing to use a fire-style jutsu, the chakra converges in his chest, changing it to XZ.
After releasing the jutsu, his chakra drops temporarily, and the point's value shifts to X/Z.
And since the user's own chakra supply also changes constantly, we must factor in the personal chakra variable α.
Now, for Rotation:
Assume total chakra = X
To perform Rotation, chakra must be distributed across 720 points and sustained for 3 seconds.
But since points vary in size, each needs a different amount of chakra.
So:
X ÷ (720 + 108 + 36) ÷ α ÷ 3 = Perfect Rotation
