This effect is due to the brain's neural activity becoming "entrained" or synchronized with the rhythm of the flickering light, which can lead to experiences similar to hypnosis or meditation.

However, these effects are usually mild and temporary in everyday settings unless the flicker is very rhythmic and at the right frequency. People who are more susceptible to suggestion or have high "absorption" traits may be more likely to experience these effects.
