Alistair pointed at Isuka. "Isuka, you will take them, feigning defeat, and return to your base. You will become our spies within the Marines. I'll give you a method to identify those with revolutionary tendencies. When you encounter such people, I want you to observe them for a long time, befriend them, and bring them into our organization."
This was the path of infiltration.
It was dangerous and perilous, but it was Alistair's first assignment for her, and Isuka couldn't refuse.
She swallowed and nodded.
"You must strive to become stronger. We will teach you Haki training methods. Once you're stronger, apply to train at Marine Headquarters. You will be the swords that strike at the enemy from within, unseen. You will gradually seize their hearts, their blood, and turn the Marines to our side from within."
"I know this is difficult, but we're not planning for a month or two from now, a year or two. We're planning for five years, ten years, even twenty years from now."
Silence descended.
They knew Alistair was playing a big game, but they hadn't expected it to be this big.
"I can even foresee that some of you might be ordinary people, ordinary Marines now. But as you rise through the ranks, you might betray your class for personal gain, revealing our existence for power."
His words sent a chill down their spines.
They realized that the people around them were also people, with human nature.
Currently, they had nothing, so they could conspire to take over the world with Alistair.
But as they rose through the ranks, becoming mid-to-high-ranking officers, they would have their own assets, families, and careers. Who could guarantee their loyalty to the revolution, that they wouldn't betray it for advancement?
"Therefore, I require you to, upon returning, immediately use your feigned defeat as an excuse to cut contact with those around you. Immediately apply for transfer to a branch base in one of the four seas."
"With your skills and Haki training, you should excel in the branch bases!"
"You don't need to come to the Grand Line. Once you become the head of a base, fulfill your duties, protect the ordinary people under your jurisdiction, and develop that base into ours. We will contact you later; communication between you is strictly forbidden!"
"Those are the main points." Alistair's brief explanation left the Marines excited.
Dispersing ensured everyone's safety, allowing them to develop freely.
Alistair had thought even further.
These Marines, while not from Headquarters, were from the Grand Line and fundamentally different from those in the Four Seas. Once they went to the Four Seas, they would at least be officers, perhaps even become heads of bases like Captain Nezumi.
Then they would have free rein.
Becoming the supreme authority in their own small kingdom, they could develop their comrades without hindrance.
And with so many Marines, after a few years of dispersal, when they reached high positions and wanted to betray their class, they would likely have forgotten the faces of those around them.
Only Isuka, as the strongest candidate, would likely receive great attention upon joining the Marines, and upon witnessing the Marines' inhumane actions from a high position, would become even more loyal to the revolution.
And by then, if Isuka, in a high position at Marine Headquarters, were betrayed by someone from a Four Seas branch, the Marines might as well dissolve themselves—just inform on each other.
"So, in these days, besides diligently learning Haki training, you must listen carefully to my lectures. These days will be precious. After we disperse, how you deal with your surroundings will depend on you." Alistair said seriously, "No notes, only memorize, and fully understand.
